What makes a recommendation reviewable?

That every figure traces back to a named Source ID, and the assumptions it rests on are listed separately from the evidence. SRE-007 keeps the assumption register, SRE-014 records what is still unknown, and SRE-019 assembles the memo so a reviewer can challenge the reasoning rather than just the number.
