BESS tenders in Southeast Asia 2026: capacity, requirements and award status

Southeast Asia has run fewer BESS tenders than India, but the ones it has run are larger per project and further along than most trackers show. This table lists every utility-scale battery storage tender in ASEAN that had a published capacity and a named procuring authority as at 22 September 2026, and keeps announced, tendered and contracted capacity in separate columns — because they are routinely added together, and they should not be.

Utility-scale battery energy storage procurements in ASEAN with a published capacity and a named procuring authority, recorded as at 22 September 2026. MW and MWh are kept separate; where an MWh figure has not been published, the cell says so rather than deriving one from an assumed duration.

Which BESS tenders are open in Southeast Asia right now?

None is open for bids as at 22 September 2026. Malaysia’s LSS6 hybrid packages closed on 7 August 2026 and are awaiting award. The Philippines has announced 3.2 GW of solar-plus-storage under GEA-7 but, as far as we can find, has not yet issued tender documents. Indonesia’s 6 GW BESS figure sits in the RUPTL plan with no competitive tender behind it. The next open window is most likely GEA-7.

How much battery storage has ASEAN actually tendered in 2026?

Two programmes account for almost all of it. Malaysia tendered 1,250 MW / 6,000 MWh of mandatory BESS inside LSS6, with bids closing on 7 August 2026, on top of the 400 MW / 1,600 MWh MyBeST programme shortlisted in December 2025. The Philippines awarded roughly 1.2 GW of integrated storage in GEA-4 and has announced, but not yet tendered, 3.2 GW of solar-plus-storage in GEA-7.

Which ASEAN storage capacity is contracted rather than announced?

Only the GEA-4 storage in the Philippines has been awarded, across 20 integrated projects with commercial operation dates between 2026 and 2029. MyBeST has a shortlist, not signed contracts. LSS6 bids have closed but no award had been published as at 22 September 2026. Indonesia has a 6 GW BESS figure in a plan, with no competitive tender behind it.

Does Malaysia LSS6 require battery storage?

Yes, for the two hybrid packages. LSS6 pairs 2,500 MW of solar with 1,250 MW of BESS, a fixed ratio of 50% of solar capacity, split as 1,100 MW of BESS against 2,200 MW of solar in Package 1 and 150 MW against 300 MW in Package 2. The 150 MW solar-only Package 3 carries no storage requirement.

What storage duration do these procurements require?

Only the Philippines has published an explicit duration. GEA-4 required a minimum of four hours of storage and a minimum 85% round-trip efficiency, which is what makes its MWh figure calculable rather than assumed. Malaysia published 1,250 MW / 6,000 MWh for LSS6 without stating a duration requirement in the tender summaries; MyBeST is specified directly as 100 MW / 400 MWh per project.

Why these numbers should not be added together

A shortlist is not a contract, a tender is not an award, and a national plan is not a procurement. Adding the Malaysian and Philippine figures to Indonesia 6 GW plan figure produces a headline ASEAN storage number that is directionally right and commercially useless, because more than half of it has no counterparty, no price and no signed offtake behind it. The stage column exists to stop that addition. Anyone sizing this market should treat awarded, tendered and planned capacity as three separate columns and report the spread between them, not a single total.

The same discipline applies in reverse. Capacity that has been awarded can still fail to reach commercial operation, so an awarded figure is an upper bound on delivered capacity, not a forecast of it. GEA-4 commercial operation dates run to 2029, which is long enough for attrition to matter.

What this table excludes

Behind-the-meter and commercial-and-industrial storage, bilateral projects agreed outside a public procurement, and pumped hydro other than where a published target combines it with BESS. Vietnam and Thailand are absent because neither had a competitive utility-scale BESS tender with a published capacity and a named procuring authority as at 22 September 2026, although both have issued storage frameworks and targets. If a programme meeting the inclusion test is missing, it is an omission rather than a judgement, and the table will be corrected.

For what these projects are being bid at per kWh — cell, system and EPC prices kept separate — see BESS price 2026.

The method behind this table, including how to separate announced, contracted and operating capacity without double counting, is set out in Projects, Tenders & Market Sizing.
