What PRR-001 to PRR-020 cover
A published mechanism and bankable project revenue are not the same thing. These twenty cards exist to keep the two apart.
Legal status and permissions (PRR-001 to PRR-005) extracts every binding or proposed definition of energy storage, tests market-participation eligibility, separates ownership from operation and dispatch rights, records licensing and legal-entity requirements, and maps which authority approves what.
Technical and compliance obligations (PRR-006 to PRR-010) covers interconnection rules, dispatch, control and state-of-charge constraints, metering, baselines and settlement, technical standards and certification, and safety, fire and environmental compliance.
Revenue routes (PRR-011 to PRR-018) works through procurement route and contract authority, ancillary-service eligibility and payment, capacity and reliability payments, energy trading and arbitrage rules, behind-the-meter tariff economics, network charges and double-charging risk, revenue-stacking compatibility, and incentives, tax, duties and local content.

Questions about this toolkit
Does this cover a specific country?
No — the workflow is applied to the market you specify. It tells you which classes of document to find and what to extract from each, rather than restating one country’s current rules, which would be out of date the month after purchase. PRR-019 sets up the monitor for changes.
What is revenue-stacking compatibility?
It is the test for which otherwise-available revenue mechanisms a single asset can actually earn at the same time. PRR-017 surfaces the incompatibilities explicitly, because they are the most common reason a model built from published tariffs overstates project income.
Is this legal advice?
No. The cards state it directly: this is regulatory research support, not legal advice. PRR-001 produces a definition matrix and a list of classification conflicts that require local counsel — it is designed to tell you what to take to a lawyer, not to replace one.
